The characters of the iconic Dragon Ball universe are commonly noted as some of the strongest characters in the anime medium. The series' consistent storytelling tactic of always upping their power scaling with each new story arc means their main warriors are constantly becoming more powerful. But the debate of who is deemed the strongest of them all is a common topic among the fan base.
From where the Dragon Ball Super franchise left off recently, the power scaling of the series has changed drastically since the last Dragon Ball series in the timeline. Whether it be Gohan's Beast form featured in Dragon Ball Super: Super Hero or the emergence of Golden Freiza, the rankings since the days of Dragon Ball Z are far different. Characters who were once at the top of the power ranking are in far different places than they once were, especially with the introduction of the rulers of the multiverse in Dragon Ball Super. So, who are the most powerful characters in Dragon Ball? The answer is not as easy as it might seem.

Hit
With the introduction of Universe 6, Hit came along with it. The character is known as the alternate universe's greatest assassin. What makes him so deadly is his "time skip" ability, which allows him to jump just under one second forward in time to throw off his enemies' flow of battle. He also managed to almost kill Goku, who was only saved by a ki blast.
Hit almost never plunders in taking out who he's targeting. He's abundantly skilled and, rather than focusing on specific martial arts techniques, like Goku and co, he, instead, decides to prioritize deadly attacks that almost guarantee a kill. He is very experienced and knows how to take down pretty much anyone.

Cell Max

While he may have only appeared in the movie, Dragon Ball Super: Super Hero, Cell Max, a bio-android and essentially a clone of the previous villain, Cell. Even though he had a short tenure in the franchise, he made his mark, taking on the Gamma Robots, Gohan (who would eventually go into Beast form to beat him) and Orange Piccolo.
The new Piccolo transformation is accordingly on the same power-level as Goku and Vegeta in their base forms. The Gammas are rumored to be around the level of Super Saiyan God. So taking on all four of these extremely powerful fighters makes Cell Max an incredibly strong foe and arguably one of the strongest in the modern era of the series.

Kefla

The introduction of other universes meant there were bound to be new Saiyans coming to the series, as well. When Kale and Caulifla fused and became Kefla, they exponentially grew in power. She got to show off her true strength when going blow for blow with Super Saiyan Blue Goku in the Tournament of Power.
With her being pretty much on-par with this form, she was eventually beaten due to Goku powering up into his Ultra Instinct transformation. It's commonly noted that Kefla is easily the strongest Saiyan in Universe 6 and one of the strongest in the entire Tournament of Power. She also happens to be one of the strongest female characters in the series.

Piccolo

The Nemekian Piccolo, also known as Ma Junior, is the last child and reincarnation of King Piccolo. He was the antagonist of the final saga in Dragon Ball and also makes appearances in Dragon Ball Z. He and Kami, an elder Nemekian, were part of the dragon clan who were the original creators of the Dragon Balls.
Piccolo had one of the greatest redemption arcs in the Dragon Ball Z series. While he began as a villain, out seeking the Dragon Balls to redeem his family name, he later loses his evil traits and begins training Goku's son Gohan. The two share a strong bond of friendship, and he becomes a staple member of the Dragon Team.

Fusion Zamasu
What's worse than someone who holds all the powers of a Saiyan? Someone who has the powers of a Saiyan and a Kai. After it was revealed that the villain, Goku Black, was an alternative version of Zamasu, the series would eventually make the main timeline iteration and the villain fuse. This formed the character, Fusion Zamasu, who gave Goku and Vegeta a major run for their money.
The two also had to fuse to have any hope of beating this foe. But they would eventually need to call in help from the god, Zeno, for help when Fusion Zamasu began to infinitely multiply. This, of course, required a deus ex machina of sorts from the most powerful Dragon Ball character.

Toppo

Also known as Toppo, Top is the leader of the Pride Troopers, a heroic team of guardians in Universe 11 in Dragon Ball Super. He is a Destroyer in training, in line to become Universe 11's God of Destruction. While the name sounds ominous, Top fights in the name of justice and peace. While he can be hot-blooded, he is quite humble and a respectful fighter.
During the Zeno Expo, he fights with Goku, and when Goku enters his Super Saiyan form, it appears Top is unphased. He manages to subdue Goku in each form and just as both are about to go all out, the epic anime fight is stopped by the Great Priest. Tops is a powerful character, able to keep up with the most powerful Saiyan forms with little effort.

Cell

A cell combination created by Dr. Gero, combining the genetics of the greatest fighters on Earth, Cell was made to be an unstoppable force. He seeks to rule the universe through fear and overwhelming power. He's the main antagonist of the Cell Saga in Dragon Ball Z.
Cell was created from the genetics of Goku, Vegeta, Piccolo, Frieza, and King Cold, and possesses all of their fighting abilities. He has multiple forms, each stronger than the last. He's able to exploit the weaknesses of his genetic parents and easily outwits them. However, as he progresses to the next form he becomes clouded and less rational, being overcome with strength and desiring to defeat his foes with overwhelming power rather than cunning.

Vegito

Also known as Vegirot, Vegito is a fusion between Goku and Vegeta and one of the most powerful characters in the Dragon Ball franchise. By using the Potara earrings to fuse, Goku and Vegeta come together to take on Super Buu in the Union of Rivals arc in Dragon Ball Z.

After Buu absorbed Gotenks and Piccolo, Vegeta and Goku did the only thing possible to stop one of the most powerful beings in the universe. After a fierce battle and almost losing, Vegito goes super saiyan and while Super Buu is almost overwhelmed, he quickly turns Super Vegito into a jawbreaker, only to find out they can still fight and ends up comically losing to Candy Vegito. Vegito's voice in the anime is a combination of both voice actors layered on top of each other, giving his voice a strange effect.

Majin Buu

Majin Buu is a character born outside of time itself before the universe even existed. He has many forms, all considered to be their own individuals, as they all have different motives. It's said that he gained his power through mankind's evil. His four main forms are Kid Buu, Innocent Buu, Super Buu, and Uug. Each form has sub-forms that are unleashed depending on the situation.
In his more powerful states, he's able to defeat Gohan Supreme Kai and Majin Vegeta with no effort at all. He is able to absorb life forms and their powers, and he successfully absorbs Gotenks, Piccolo, and later Gohan. While in these forms he dons their outfits and uses their abilities to overtake his enemies. Possibly one of the most enigmatic characters in the Dragon Ball franchise and definitely one of the most powerful.

Zamasu/Goku Black

One of the most iconic recent villains in the Dragon Ball universe is Goku Black, originally known as a variant of Zamasu from the Future Trunks timeline. When he first entered the story, he wreaked havoc on the characters in the modern-day timeline. He has the power to take on and beat Super Future Trunks, which is a feat not to be sneezed at.
Thanks to his God Ki, he can achieve a unique transformation he titled Super Saiyan Rosé. When speaking about him, Trunks estimated that the villain, without any super transformation, was already at a power level akin to that of Goku's Super Saiyan 3 form.
